FOURTH ENERGY ACCOUNT
The Fourth Energy Bill applies to installations which come into operation from 1June 2011 to 31 December 2016 and provides an incentive fee of 20 years.
The 4 th Energy Bill distinguishes between small and large systems installations.
Small systems are considered:
- power plants on buildings up to 1 MW (Annex 2);
- power plants up to 200 kW under a net metering;
- power plants is made of any buildings on areas of public administration.
They are considered great all other types of plants with different characteristics than those listed above.
For the years 2011 and 2012 the granting of incentive rate to large plants has aspending limit of:
- € 300 ml for systems which come into operation from 01/06/2011 to 31/12/2011,
- € 150 ml for systems which come into operation in the 1 st half of 2012,
- € 130 ml for systems which come into operation in the 2 nd half of 2012.
In addition, large systems must be enrolled in a special register to be kept by the GSE.
The large plants coming on line by August 31, 2011 directly access rates, without incurring the spending limit and without registration.
For the years 2011 and 2012 the granting of incentive rate for small systems is not subject to any spending limit and no registration is required in any register.
And 'provided a 10% incentive for those plants where the cost of investment, workexcluded for not less than 60% due to production undertaken within the European Union.
